I think that's a really bad idea, and I'm fairly confident that the devs do too.
However, I've thought about the idea a bit. There's 3 things I'd like to be able to do with battleships:
1: Jumpdrive. Simple enough. T2 battleship with a 99% reduction in CPU for jumpdrive module. Works just like carriers or dreads, and is used for escort.
2: Siege mode. No, not 'dread style', where you become extremely tough but can't hit anything. I'm thinking more 20% damage, 20% resist, 20% shield and cap recharge. No speed penalty, but disables warp drive. (And persists across a gate or something, to prevent jumping through and warping right after).
3: 'Stealth' role. Covert ops cloak would be sweet, but probably a little too sick. Some kind of 'can use improved cloak well' ability would be rather nice though. (I'm thinking manticore style, and a 'good' sensor suite to compensate for the sensor resolution penalty).
Items 1 and 2 really caught my eye.
The idea of a jump capable battleship is very cool.
Item #2 could be worked as a module that waits unitl the end of it's activation cycle to take effect, can only be activated while the ship is at 0 velocity, and gets an auto shut off just like and after burner that's active does when you enter warp ("screen message you cannot do that while moving" or something along that line).
Combining all of those effects would be way too much, but getting back to the OP's idea of creating various modules for the different races, you have a chioce of mods, one for better damage, one for enhanced cap regen, one for enhanced sensor strength and tracking maybe. Break the effects up into different mods.
I like the idea of the escort battleship very much.
Perhaps item 3 could be the flipside of the escort, the raider style battleship, designed, as you say to use cloaks well, but not to the level of a covert ops. I'd rather not see battleship with tech II resists, jump capability *and* the ability to use cloak to ambush from all rolled into one ship. I think that'd be over the top. J.A.F.O.
